You can! The mods contacted me when they set up over here because they were aware of my Torchwood writing from when they ran torchwood_three on LJ. All they do is link any Torchwood fics you write at the torchwood_three_hub digest so other fans can follow the link to your journal and read your fic there, but they won't do it without permission, except for the drabbles you link at torchwood100. I write in a whole bunch of fandoms and they just ignore anything not tagged as Torchwood (or Doctor Who, for the doctor_who_sonic community). Obviously you don't have to request inclusion, but you can if you'd like to. Not saying it'll get you more readers and comments - let's face it, people don't comment much anymore - but it might.
